Just take his stuff, ground him and be done with it. Let him know that what he chooses to do once he no longer lives with you is his business but until then it is verboten in your house. Please, don't pull the "drug test" card for nicotine, that just makes you look silly. You KNOW he is lying, just proceed accordingly and be done with it.
